WBO Orders Devin Haney To Face Keyshawn Davis, Sets July 20 Deadline

The WBO has formally ordered Devin Haney to begin negotiations for a mandatory defence of his welterweight title against Keyshawn Davis. The sanctioning body issued the order on June 30, giving the sides 20 days to reach terms before purse bid proceedings are triggered.
The deadline falls on July 20, though either party can request an immediate purse bid before the negotiation window closes. The order was addressed to Bill Haney, representing Team Devin Haney, and Bob Arum, representing Team Keyshawn Davis and Top Rank.
Haney, the reigning WBO welterweight champion, had been linked to other options, most notably a proposed 144lb catchweight fight with Shakur Stevenson. That possibility had already come under pressure after WBO president Gustavo Olivieri confirmed on June 22 that Haney had been ordered to face Davis next and would not receive an exception to pursue another bout.
Mandatory order limits Haney options
The WBO had previously notified both camps that Haney’s mandatory welterweight defence was due in August 2026, with the champion at risk of losing the title if he did not accept the Davis fight. Bill Haney had signalled respect for the WBO while making clear that Team Haney viewed the public demand for a Haney-Stevenson fight as a priority, with Davis positioned as the next route if that fight could not be made.
The formal order now moves the issue from discussion into a mandated negotiation period. If the teams confirm an agreement in writing, they will then have a further 10 days to submit executed bout agreements and provide the WBO with the fight date, venue, broadcaster or streaming platform, and promoter or promoters of record.
Top Rank’s involvement is central on the Davis side, while Haney’s promotional position remains unsettled. Bob Arum confirmed on June 25 that Top Rank would discuss a possible Haney-Davis fight with DAZN, and Haney has also been linked to Zuffa Boxing, although no promotional agreement between Haney and Zuffa has been reached.
Haney enters the order unbeaten at 33-0 and coming off his November 2025 unanimous decision over Brian Norman Jr, which earned him the WBO welterweight title in Riyadh. That win followed his decision victory over Jose Carlos Ramirez in May 2025, while his 2024 bout with Ryan Garcia was later recorded as a no contest.
Davis, also unbeaten at 15-0, is the WBO’s No. 1 contender and mandatory challenger. He moved into position at welterweight after a run that included winning the WBO lightweight title against Denys Berinchyk in February 2025, stopping Jamaine Ortiz in January, and then defeating Nahir Albright over 12 rounds in Norfolk on May 16.
The move up has also been tied to Davis’ issues making lower weights. He had previously missed weight at lightweight and had found cuts increasingly difficult around 140lbs, with his weight often staying closer to 147lbs despite efforts to bring it down.
The immediate next step is negotiation between Team Haney and Top Rank. If no deal is filed by July 20, or if either side asks sooner, the WBO will send Haney-Davis to a purse bid and take control of the next stage of the title fight process. Whether Haney chooses to hold on to his title at that stage remains to be seen.
